Home prices in the second quarter rose from the year ago period for the first time since 2007, according to a closely watched index, the latest indication the housing market is starting to recover.
The report released Tuesday found that for the quarter ending in June, home values were up 0.2% from the same period in 2011. Nearly one-third of the 167 metropolitan areas tracked posted annual price increases for the second quarter compared with the year ago period. Prices rose fastest in cities with fewer homes for sale and strong investor demand.
“It seems clear that the country has hit a bottom in home values,” said Stan Humphries, Zillow’s chief economist, who had previously forecast that housing wouldn’t hit bottom until late this year or early in 2013. The fact that the gains came during a period in which the economy wasn’t very strong suggests “there’s some fundamental organic strength to the housing market,” Mr. Humphries said.
According to Zillow, prices climbed 2.1% from Q1 to Q2, the largest such gain since the end of 2005. The Wall Street Journal’s quarterly survey of housing market conditions in 28 US metropolitan areas shows that inventories of unsold homes have fallen in every market and are down by more than 20% in two-thirds of those markets. Housing inventories are falling for several reasons. Banks have listed fewer foreclosed properties for sale as they have modified more troubled loans and approved more short sales. Foreclosure listings are down by 23% from one year ago to their lowest level since October 2009, according to research firm Zelman & Associates. Some investors are renting out those foreclosures, rather than flipping them for a profit, which also is putting a lid on inventories.

It’s one thing when special interests declare “the end” of the housing debacle. But it’s another when an organization such as the Joint Center for Housing Studies at Harvard University calls the bottom.
Center Managing Director Eric Belsky says housing as entered “the early innings” of recovery, his statement rings with an air of authority. Belsky points out that rental markets have turned the corner, home sales are strengthening and that all-important “floor” is forming under home prices. “With new home inventories at record lows,” the economist says, “unless the broader economy goes into a tailspin, stronger sales should further stabilize prices and pave the way for a pickup in single-family housing over the course of 2012.” And even as sales are pick-up, so, too, is the rental sector on the mend, the Joint Center’s director adds. Thanks to sharp drops in construction and an increase of over 4.4 million renters since 2005, vacancy rates are falling, rents are increasing and multifamily construction is up “solidly.”
What the housing sector needs now is a good shot of job growth. A sustained increase in jobs would bring household growth back to its long-term pace “and spur demand,” says Chris Herbert, who directs research at the Harvard center. Belsky states the fact that, in survey after survey, respondents state that the overwhelming majority of young adults say they will eventually become home owners.
Right now, says Belsky, they’re on the sidelines, but as the markets continue to tighten as expected, he says, “these fence-sitters begin to take advantage of today’s lower home prices and unusually low mortgage rates. With rents up, home prices sharply down, and mortgage interest rates at record lows, monthly mortgage costs relative to monthly rents haven’t been this favorable since the early 1970s.” So for all those so called fence sitters out there: terrific news. Mortgage rates this weekend are at all time historical lows, with 30 year rates in the mid 3% range, and 15 year mortgages in the high 2’s. So whether you were waiting for the bottom in both housing prices and interest rates, or if you have been delaying that opportunity to refinance and reduce your payment and/or loan term, now is your chance.

There is no “perfect” house. No matter how hard you look or how many homes your Realtor shows you, there is always something you want to change, regardless of how small the change is. So before you decide to cross a house off your list because of minor flaws, here are nine things that shouldn’t deter you from buying a home:
– Unappealing paint: This is one of the easiest and cheapest fixes, especially if you do it yourself. Don’t let someone’s poor taste in paint colors convince you not to buy. Most buyers would rather pay a premium for a house that doesn’t need fixes than take the time and money to do the repairs themselves, even when they are as simple as a fresh coat of paint
– Outdated wallpaper: Grandma may have liked the red velvet wallpaper, but maybe you don’t. It will take work to remove old wallpaper, but it’s easy to do cheaply.
– Tired kitchen cabinets: Cabinet re-facing can be done inexpensively and make your old cabinets look new.
– Unfashionable wall-to-wall mirrors: They might have been hip in the 1970s or 80s, but now they are eyesores that can be removed and replaced with paint.
– Drab window treatments: They may be one of the first things you notice when you walk into a house. You can either offer them to the old owners, or easily throw them out and buy whatever you want to replace them.
– Broken air conditioners or furnaces: The caveat is if the fixes are inexpensive. A pump for a boiler, for example, may cost a mere $250, so having to fix one shouldn’t necessarily stop you from buying an otherwise good home.
– A lack of closet doors: Buyers walk away from a house because the closet doors are missing: a very easy replacement.
– Bathroom grout discoloring: Buyers who see this may mistake it as the sign of a moldy house. While mildew can lead to problems, have the home inspector check if it’s something that can be fixed with a little scrubbing.
– High mortgage payments: Given the historically low interest rates that exist in the market place today, this flaw is an impossibility!
